National Development Board
The National Development Board will work with experts, key figures, key industries, and important organizations, institutions, and individuals to maximize economic growth, standards of living, efficiency, and sustainable use of resources, using the macro economics of scale of the whole continent to benefit the security and prosperity of American citizens.
National Development Board
The National Development Board will present 5 year, 10 year, 20 year, 50 year, and 100 year plans.
These plans will balance the sustainable use of resources on our continent for generations and centuries to come. They will use a combination of local implementation/customization in the context of national and continental direction and oversight to achieve a greater quality of life for all United States citizens. This quality of life won’t just be economic, material, or technological, it will seek to increase health, personal aesthetics, the individual, family, and community spirit, mental and physical strength, ethics, social bonds, and community cleanliness/aesthetics.
Each industry will work with the National Development board on a periodic basis to review goals, develop plans, and establish benchmarks for success. These groups with industry leaders, experts, the National Development board representatives, and other relevant stakeholders will be called Industry commissions. These goals, plans, and benchmarks will be reviewed and established periodically, not just with other government agencies and the general public, but also with other industries to coordinate progress.
Each Industry Commission will consist of both appointed and elected positions, positions will be a combination of short term (1-2 years) and long term (5-10 years) to provide a good balance between short term needs and long term outlook. Each commission will decide internally its best bylaws and vote on issues, plans, and other matters with a simple majority vote. The National Development Board will periodically receive reports and meet with these industry commissions and has the ability to modify or override there decisions if need be, to add members, and to limit membership as well. The National Development Board itself will consist of an individual from each of the commissions, along with several officials appointed by the President and Congress and several cabinet secretaries.
Initial goals of the National Development Board will include, but not be limited to the following:
(1) Increase per worker wage growth (adjusted for inflation) by at least 2% a year. Increase the “investment” portion of the United States GDP to 25% within 10 years. Industry coordination and pressure, along with subsidies in automation and technology will be used to achieve this.
(2) Increase health metrics (less obesity, less young people having heart attacks, cancer deaths, etc.) by 25% over the next decade. Reduce projected per person healthcare cost growth by 75% over the next decade. This will be reached via combination of fiscal policy, tighter regulations, and modifying school lunch choices and school education courses (more physical and health education).
(3) Reduce pollution, and toxic waste exposure to the general public by 50% over the next decade. Tighter regulations, industrial coordination, and fines will be used to achieve this.
(4) Reduce CO2 generation from electrical production by 25% over the next 10 years and 50% over the next 20 years. Increase Nuclear Power production by 150%, Solar by 250%, wind by 75%, and Hydroelectric by 75% over the next 15 years. Regulations, loans, and subsidies will be used to achieve this.
(5) Increase resource and energy efficiency in industrial inputs by 25% over the next decade. Investments, research and development funding, and regulations will achieve this.
(6) Increase transportation quality (less potholes, cleaner airports, etc.) by 50% over the next decade. Subsidies and fines will used to achieve this.
(7) Reduce worker related injuries and fatalities by 10% over the next decade. Achieved via regulations and fines.
(8) Increase urban cleanliness (less trash/garbage, more maintained buildings, etc.) by 75% over the next 10 years. Regulations and fines will be used to achieve this.
(9) Double private sector savings over the next 10 years. Tax breaks/incentives, education campaigns on high yield savings accounts, and coordinating with industries will achieve this.
(10) Increase energy exports monetary value (when adjusted for inflation) by 300% over the next 10 years. Subsidies, tax breaks, and industry coordination will achieve this.
(11) Build 50,000 miles of high speed, clean, advanced Meg Lev lines connecting several major cities in the next 15 years. Loans and fiscal policy will be used to achieve this.
(12) Double combined private and public sector Research and Development spending over the next five years. Fiscal policy and incentives will be used to achieve this.
(13) Establish a national sovereign wealth fund, growing it to 20% of GDP within 20 years. Redirecting a portion of government revenues into stocks, angel funding, land, and other productive assets with high return on investments will be used to achieve this.
(14) Quadruple the space economic and spending within 10 years, with a focus on a space elevator, orbital manufacturing and scientific research, self sufficiency on the moon, and the first lunar mining and manufacturing operations. Industry coordination along with tax incentives and government investment will be used to achieve this.
(15) Turn the trade deficit into a trade surplus within 10 years via a combination of industrial self reliance and energy exports. Industry coordination to make things in the United States, along with industry coordination to create the export infrastructure for energy, subsidies, and tax breaks will be used to achieve this
(16) Reduce child and working age adult suicides by 75%, work to find ways to decrease divorce and separations (by up to 50% ideally), and increase the birth rate of American citizens with both parents being American citizens by 25%. A combination of studies, media campaigns, government investment, creating a safe and healthier nation, and working with nonprofits will achieve this.
(17) Reduce drug usage, addiction, and deaths by 50% over the next 5 years. Media campaigns, working with local and state education institutions, working with non profits, social pressure, and aggressive public campaigns against drug dealers and their networks.
